I am a U.S citizen and I married a Jordanian in 2005. I filed the I-130 petition in Amman that year. I went through the whole interview process and to my surprise the consulate decided further review was needed, they sent our file to DHS in Athens, Greece. I heard nothing, I went back to Jordan Nov. 2006, and after several e mails and letters to them, I was contacted through e mail from DHS stating they would give me a decision soon. I was notified at my U.S. address that the petition was approved on Dec.18, 2006 and the consulate would notify my husband on getting his visa. After a month they finally sent him his info. packet 4 containg all the forms, I filled out all the forms including the affidavit of support form I-864, I returned to U.S Mar, 2007,okay my questions are,can we send the DS-2001 A.K.A the form OF-169 when all the paper work is complete and does the embassy submit our file to the NVC after the visa interview or is it there already? I appreciate any information.

The file will not go to NVC; since the petition was accepted in Amman, then re-confirmed by DHS in Athens, it was sent back to Amman and it is in Amman that the visa will be issued. You send the OF-169 to them when you have collected all the documents, and they schedule the new interview, or else just issue the visa.
