i have my friends 8 digit cell phone number but i still need some kind of dialing code. He told me i need a cell phone code along with a country code or someting. so yeah if anyone knows what it is or most likey a web site with that information.... i would appreciate oh so very much!!!!!

Lo Barrenechea is in Santiago.
However, cell phones are tricky in Chile, because you don't use area codes. What you need to dial is whatever you dial for an international call (in the US it would be 011) then 56 then 9 and then the number you have which, I assume, starts with a 9.
That should work.

56 is the country code for Chile, and we use digit 9 for cell phone calling, so you'll need to preffix 569 before the 8 digits of your friend, that's it! It's the same everywhere in Chile, not just in Lo Barnechea, Santiago.

dial 56 for chile, then 9 and then the 8 digit number (it should start either with 7, 8 or 9). im chilean and this works for people in the us trying to reach me!

Very generally, American speakers say 'cell phone' and British speakers like me say 'mobile phone' or just 'mobile'. 'Call me on my mobile.' 'Do you have my mobile number?' I've had a lot of German students who told me they used the word 'Handi', which I think is a great word, combining the idea of 'handy' meaning 'convenient' and 'hand' meaning 'held in your hand'. EDIT to add: Just by the way, in English we say, "WHAT do native speakers call a phone?", not "How". Or you can ask, HOW do you say 'Handi' in English?'
