Perhaps most people who admire and honor Arthur Ashe do not realize Mr. Ashe was quoting Churchill when he said it. No matter who said it first - and I'm sure Winston would want credit - it's a truism to which we all can admire and aspire.

Not absolutely sure but maybe more people who use this quote are more familiar with Arthur Ashe than Winston Churchill. It's kind of similar with songs as well, some people may identify with a remake of a song not knowing it and then when they find out , someone else originally wrote it they still identify the song by the person who remade it.

I believe that you are seeing it credited to Arthur Ashe because of the following reasons:

1) You are reading it related to sports
2) You are reading something related to the US and not UK

That happens often, maybe it is because Churchill didn't have as much publicity when he stated it.
