you see it on shows sometimes, foriegn mostly, where people put on weights under their clothes to stregnth train while walking, running, working, that kind of thing. Something that I can use on my arms and legs, and anywhere else I can put one?...... where is a store (online or otherwise) where I can get these? I would love to be able to wear them while at work because I work 10-12 hours a day, 6 days a week and I don't really have time to go to the gym. And also, please let me know what the best quality is that I can get for my money.

do a search on 'xvest' their the best quality weighted vests
you could probably find a good one on ebay also

You can get ankle weights at stores like WalMart, Target and KMart. I've also seen weighted vests and specific sporting good stores.
