So my best friend has liked me ever since we've met. (we've known each other for about 3 yrs) I'm the first girl who's ever felt the same about him. He's the "shy boy" type so he values things more than the average guy. We're both mutual in the sense that we do want a relationship, we care and love each other but believe life is just too stressful right now. He doesn't wanna risk our friendship/relationship (in general) because of our history. He told me that he does want to be with me but it would be at a right time because he doesn't wanna screw it up - he wants it to be "long lasting", "real", and "serious"....

Even though we're not together now, does he really love and care for me? IS TIMING REALLY EVERYTHING? (especially when it comes to your best friend?)

He probably is doing both of you a favor. If both of u care about each other and u know it that is awesome. Right now he probably does not want a relationship because if both of you just got out of relationships, then it would not be meaningful or benefit either of you. Good Luck!!! You can always be friends but when you mix sex and emotions that can turn against you both. If you are willing to lose the friendship for a long term relationship then go for it. But beware being someones friend is different that being a lover and full time companion. There are risks either way.

He just REALLY cares for you.
The very fact that he was able to tell you that he likes you is a dang big step for him.

My advice, take the initiative and YOU ask HIM out.

If the relationship fails then you won't talk for a few weeks/months but after that you will be back together as friends (and possibly something more) and just laugh the past off.

it sure helps alot. just continue to be friends and maybe an opportunity will work out where u two can be together...if not. dont hesitate to take up another opportunity that might pass ur way
