why is it that every girl i fall in love with just wants to be best friends with me and does not want to go on to the next step? and if you think their not ready for it well they had a couple of boyfriends so that gives ur answer. how can i make it to the next step? thanks

Actually that's not always a bad thing:)
Each girl thinks in her special way ,by wanting to stay only best friends might me a fear of loosing u later ...well see boyfriends come and go but best friends stay always together :)
As for your next step i think u should continue being only her friend for now without pushing or rushing her ,hopefully the day will come and she'll give u a sign:)

unfortunately they may be saying this for a reason...maybe they dont really like you enough...because if i were friens with someone and i saw a potential relationship i would go for it...so if they are saying they just want to be friends...then hey thats what it is

this means that they don't love you but wanna hurt yr feelings so they decided to be just so called 'best friends' which is nt that best actually
