Coal based plants don't need decommissioning which is significantly expensive. In India, the cost of a coal based power plant is approx. 4000 crores for a 1000 MW plant and the energy is supplied at Rs.1=30 p or so per unit. Similar figures are available for all countries.

Nuclear power plants need to set aside significant amounts of money for decommissioning.
