I know that button quails are ground dwellers so they don't need a lot of room to fly. Can I use a guinnea pig cage maybe with board on the bottom or would the spaces be too big.

My first answer would be no. Simply because the bars are too widely spaced. They could easily get stuck in the bars.

As for space, if it's just a few button quail, it's big enough. Put down litter, like alfalfa litter for bunnies. But, you're better off with a finch cage set up with alfalfa litter.

Depends on the size of the gp cage. For about 2-3 Button Quail, recommended size is about 48" (left to right) and 24" (front to back). Button quail are really hard to catch, stupid and get stuck behind things easily. They will get out of the bars easily too. They would like a 55 gallon aquarium. Watch them chase and eat meal worms and crickets. It is a riot. We line the aquarium with newspaper.

I Personally don't think a guneia Pig cage is large enough for your birds. They need to be able to stretch their wings and move around freely.
You should have a flight cage for a bird of that size.
I have a Blue Headed Conure, which is about the size of a pidgeon, and he is in a flight cage.
