I went to an Irish pub for the 'grand opening' and
a police officer was there in uniform
so I asked : what are you doing here?
are you waiting for drunk people to go to the parking lot, start their vehicles and then arrest them?
He did not respond
but now I know what are those parking places outside of a bar for.

The shy there are parking spaces? don't know.
State law requires all businesses to provide a certain number of parking spaces, including handicapped, in order to receive a business license, I think.

Those parking spaces might not necessarily be for the drinkers and customers. Those are for the wine and beer delivery vehicles.
