Depends on the situation. If they are at the gym, walking down the street, sitting quietly on a bench, on the the bus, etc it's fine
If a person is in a situation were they need to be speaking with someone, then yes.
Other then that, maybe the person just wantst to be alone. Nothing wrong with that.

Yes- the operative point in your question is "24/7" It is rude. It is also unwise, It is like being deaf to the world. Deaf people are less aware of their surroundings because they cannot hear sounds going on around them. Those with ipods attached to their ears are just like deaf people. They are unaware of anything they cannot see. Besides, how do you enjoy life and people when you only hear music in your head?

I usually think that people who do this constantly are self-centered OR anti-social. Sure, sometimes I would like to shut myself off by putting in earphones... but I also think it is unsafe. like when you're crossing the street (a lot of people are stupid and don't look, they just leap into the steet, and most of these people have a cellphone glued to their ears or have an iPod plugged in.) One day they will be hit by a car and be very sorry they couldn't wait till later to listen to music.

Do you need someone's undivided attention at all times? If not, I don't see the problem. If you need to speak to the person, tap them on the shoulder. If they don't pause their music and listen to you, yes, they might qualify as rude. If they're simply minding their own business and listening to music, that's not rude at all. Some people have such an intense love for music that they would rather listen to it than sit quietly waiting for someone to speak to them.

It depends on the situation. If I'm travelling and don't feel like chatting with the total stranger next to me, or if I'm working out at the gym and don't feel like chatting with the total stranger next to me, or if I'm walking around town by myself and don't feel like being social, or I'm home cleaning my house, that's one thing, and it's more than acceptable.
If I'm in a checkout line at a grocery store and choose to ignore the cashier because I'm listening to my iPod, or if I'm with friends and listen to my iPod, or I'm out to dinner (or at the kitchen table for that matter) and ignoring someone because I'm listening to my iPod, that's quite another.
You can't paint with such a broad stroke. There are plenty of times when an iPod is acceptable, and when it is not.

Not really when they are walking around, more just when they are sitting in a group of people and feel like the must have that ear bud in their ears.

Should we be paying more attention to you? Next time you see someone with talking on the phone or listening to their Ipod just RIP it away from them and tell them how you feel. I'm sure they'll understand. Its all about communication. Just see what happens:) k babydoll.

I don't think it is rude because they aren't really disturbing anyone else. People who talk on their cellphones are rude because we are forced to listen to their conversations. So having an ipod means I can drown those people out!
