If you have the "paint your own pottery" stores that is a cool place.
There is always the "build a bear" stuffed animal stores.
Another mall type store is the princess type place (not sure of the name) but the girls dress up, put on makeup, etc.
You can try bowling, the kids might seem a little young but I think I had a bowling party when I was 6.
Maybe rollerskating.
What about the movies?
Or have a party at your house or rent a place and do classic games like pin the tail on the donkey, red light - green light, have a pinata, maybe make it a costume party and invite a magician or a clown!

Do you have any of the Bouncy places in your area? You know the ones that have all kinds of space walks, ball pits, slides-all the blow up stuff!
Or you could have it at a park and just have alot of games and things for the kids! Or even in your backyard! You could have a circus party, and get a clown and have someone to do face painting! You can get a ring toss game, or make one, they are easy to make. And have a bean bag toss game, also easy to make! Get some little plastic pools, fill them with sand and let the kids dig for treasures buried in the sand. Rent a space walk or a bouncy slide or something!
Or you could have a tea party! I had one for my 5th birthday and it was great. I still remember it and I'm a grown woman now! We had it at a Bed and Breakfast in town, all the little girls dressed up in their fancy dresses and hats. We had a tea party with cookies and cake! It was so much fun-dress up party type thing!
good luck and be creative! As long as you have lots of stuff to do for the kids, it should be a blast!

I live in Buffalo. Do they have any of those Build a Bear places up there? It's great. The kids get to pick an animal and then they help stuff them. They put little hearts in them and even sound if you want. They have tons of clothes to buy. My friend has had her daughter's party there a few times and says it's been quite reasonable.

well first i would take her to chuckey cheese or on e of her favorite lil places like that , then i would take her home and get out some old makeup well not to old and let the girls make them selfs up , go to a second hand store and get some lil girly dress up things with halloween coming up they should have alot of balarena thingys even a lil adult looking items that the girls can put on ge tthem som e of thos e lil plastic higheel shoes that they have at the 99 cents store s etc , get a lil plastic table with lil chairs and lil tea cups and tea pots and let the girls pretend that there having a real tea party , u can put the tea in there pot and the cups just dont have it to hot , then after the party u can let the girls keep the outfits that u got them and they can us e them for halloween as well then u saved youself some money and im sure the other parents as well , u may even be able to rent a pony to where the girls could ride on the pony in there lil outfits and take pics with the pony

My daughter is turning 5 next month and has asked to go to the local bowling alley. It is also a restaurant and I have been to a party there before. it is so much fun.
Try a swimming party at your local aquatic center. They usually have great packages there too. Or Ice skating...if there is still ice there. There definetly is here in the north

My 4 year old nephew had his birthday at a bowling alley and he loved it. I would also suggest a children's museum or hands on discovery. I took my 23 month old to a local children's museum and he had a lot of fun, but he got soaking wet from one of the exhibits. I think it would be perfect for a 4 year old. Hope you and your daughter have fun.

zoo's, children's museum, a pottery studio, ice skating rink, set up a nail studio -- my son's 5th birthday we did it at a bowling alley...it was so much fun. Tip for mom that I wish I had gotten for the bowling alley idea -- bring tylenol and steel-tip boots
