In John chapter 3, Jesus is explaining to people what it means to be saved. They were new to the concept of being saved, and Jesus gave them one of the most eloquent quotes ever used in John 3:16:

16"For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life."

Verse 17 gives a good explanation to the question that many non-believers ask..."Why am I here?" or "Why did God put me on this Earth if he's just going to send me to Hell?":

17"For God did not send his Son into the world to condemn the world, but to save the world through him. "

Which chapter?
Do you mean being born again?
If that's what you mean Jesus told Nicodemus that one must be born again to enter heaven. Born of water and spirit.
It means baptism to me.
Bible says baptism is for the remission of sins then one receives the holy spirit Acts 2;38," 38Peter replied, "Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. "
These people already believed Jesus was the Christ. Did they have remission of sins then?

John 3 tells us what we need for salvation of our souls. It tells why Jesus came and for what he did not come. It tells us that there is hope for us in this life and the one to come.
Basically, it is good news.
