i bought a truck at a buy here pay here car lot , i was making payments, then the owner died, his wife could not run the lot, remarried and moved away. that was about 6 years ago. the truck has been sitting ever since. i would like to get a title so i can sell it .. the car lot was in south carolina, i live in north carolina.

A limited one depending on the state you live in; but for the most part, it will dog your credit for 6-10 years.

If it's been paid, contact the DMV in SC and ask them how to get the title. If it hasn't been paid, you probably won't be able to get a title just because the lender is not collecting the loan; you'll probably need an atty, but again. call the DMV and ask.

In what state if in the United States, or what country if not, and what type of lien? Are you talking legal owner in the case of a vehicle loan, or a mechanic's lien in the case of not paying for repairs, or a lien by the impound lot if your car was towed by law enforcement, or the lien if towed off private property for improper parking, or one of the other possible lien situations?

You'll need to contact the licensing agency for your state, you want to speak to someone in the Dealers Division regarding an out of business dealer, they can explain all that needs to be done. It's not a matter of a statue of limitations, it's the going out of business, that is at issue.
