How long for a speeding ticket to clear?

Hi! I got a speedng ticket about 4 years ago and it was waved because i was refunded the money i paid for it. How long does it take for the first ticket to clear before i get another one and it count as a second offense? In other words, how long before i get another ticket and it be a second offense?

For insurance periods it's normally 3 to five years, however, as far as a part of a "permanent" driving record, it is normally maintained indefinitely.
