There is no average. People with good credit scores get cards that are at very low interest rates. I think my lowest one is at about 7%. People with bad credit scores or if they're late on payments, get high interest rate cards. Some are as high as 30%.

There seems to be a lot of cards issued at around 12% - 18% though so maybe that's the average.

It depends on the person... it's usually 18-23% for someone with a limited credit history and a rate hike of about 10% higher if you've had a late payment on ANY credit card.
