If plants are the source, then the fuel we are most likely talking about is ethanol. and to increase production, it is more practical to increase commercialization of cellulosic ethanol, as opposed to regular fermentation.
Cellulosic ethanol, does how ever require electrolysis before fermentation. So, there is a need for water. I couldn't tell you how much that would take however.

It's not plants that are going to replace gasoline consumption, but alternative energy (solar, wind, nuclear, bio, etc.)

one ton of corn needs 1000 tons of water to grow it from start to finish
one hectare can grow 9 to ten tons
figure out all the gas consumption
and from now you are on your own this is a rediculous exersize
lets see if anybody else can finish this

I highly doubt that we can plant that much vegetation.
