Why would you cut them off or anyone for that matter? That is extremely cruel! They need them as sensors (width and height) of closed spaces that they can or cannot fit in, etc... Yes they will grow back!

They will grow back, and it is not painful for the cat to have them cut off. They are just thick hairs - the sensations they get from them are in the skin at the root. They will feel the sensations when being cut, though, and it may freak them out.
Obviously though, it's not recommended to cut a cat's whiskers. Hopefully it was either an accident or an "experimental" child that did it.

Yes, the whiskers will grow back, however, PLEASE do not cut your cat's whiskers. This is painful for the cat and can also increase the likelihood that your cat will become injured. The whiskers are highly innervated and serve the purpose of giving your cat a warning that something is close to their face in dark situations. While cats see better at night than we do, they don't have supernatural night vision.

DON'T cut your cat's whiskers off!!!!! ANd don't let your kids do it either. It's mean. Whiskers do grow back, but very slowly. Sometimes, they just fall out and you might find one occassionally on a rug you haven't vacuumed yet. New ones replace the ones that come out.
