fuel pump and pressure relief valve replaced,inertia switch,fuse and fuel relay checked ok.

get a new fuel pump relay, some times they will check ok but can still be bad, I had one that would get stuck on then it would finaly swicht off and get stuck off.

In the fuse box under the hood the 98 Ranger has a fuel pump relay. Check this and if it is bad replace it, if good run the wiring including the in tank pump wiring. You should be able to hear the pump run when you first turn the key on. If you can hear this then start checking the EEC system.

I own a shop, and work on these all the time. If you checked the Inertia switch, then go back to make sure it reset, and is it passing power through it? Also; at this switch you can try to hook a 12 volt supply directly to the output side, to see if the pump then starts working, if it does then the switch is bad. You could have a bad relay, or the pressure regulator may be bad. Check the pressure regulator to see if the vacuum hose is ok, and not split where it plugs on, or leaking somehow. What happens when you hook power directly to the pump? Does it work or are you getting good ground to it? Is ground strap from engine to body in good condition, and how about the ground wire from the battery to the body? The pressure regulator controls when the power is turned on and off to the pump. Find the hot wire at the pump, and trace it back to the front of vehicle to the relay. Test relay by putting power and ground to the coil terminals, does it click? Probe power terminal with a test light or meter at the relay socket. Trace power and ground wires from relay socket back to starting point. In other words, start at pump, and work your way back to sources with a ohms meter and test light. Test grounds with ohms, and hot circuits with test light. Is the fuel return line back to gas tank plugged up? Finally; is the computer getting a good ground, and at least 12 volts to it?

I think the 1996 Ford rangers have chips in the key. Have you checked the security system in the car to make sure the key is being read? Maybe try another key. I run a rental fleet and this has caused our shop to replace fuel pumps only to still have a no start issue.

Check the wires to the fuel pump and check the fuse again.

i own a shop ,if you checked all of this and its good and your sure the fuse is good for it,then you need to follow the wire back ,and look at it real good it probably has short in it or a broken spot somewhere,that's all it can be unless the pump has went out on it,and that's a good possibility good luck i hope this helps.
