Lots of details are missing and I cannot answer this question fully.

I do suggest that you visit the person who pierced it and speak with them, They will be able to see the area to best figure out what the problem is. I have a feeling that it could just be normal irritation from having a new piercing or inappropriate sized jewelry but it could also be a sign of an embedded labret. Again, I cannot see the area to know for sure, so visit your piercer ASAP.

That is common that the skin can try to grow over the piercing. Unfortunately monroes, labrets and lip piercings can go wrong pretty easily and cause alot of damage. I had a labret and I ended up with gum tissue loss on one of my teeth and enamel wear. It is normal for there to be a disk shaped indentation where the jewelry is but you don't want the skin to grow over it. Is it too tight maybe? You need to make sure you turn it, use sea salt and keep your piercing clean. I would see your body piercer. He or she can evaluate it and see what you need to do to help the inflammation go away...

It sounds like the jewelry is too short. Redness and swelling are normal for the first week or so. Go to your piercer and have them check it out. It doesn't sound like an infection.

my suggestion is to talk to your doctor. never take your jewlery out because it could get much worse. your doctor will give you antibiotics that will help fight the infection.

Well, that depends.
How long have you had it?
Have you been cleaning it regularly?
Swelling and Redness is normal for the first couple of days.

go to a doctor quickly. The infection is too close to the brain to attempt to "fix" this situation by yourself.
