My house,tho modern and fairly new has an awful presence in the upstairs,one bedroom is freezing,has a rotten smell that comes and goes,the other bedroom everyone feels bad in and cannot sleep,I cannot describe the atmosphere-just BAD,oppressive, anyone who has visited has trouble staying awake in the living room,and too much time in there,the most upbeat person gets exhausted,lethargic depressed, my partner and i sleep downstairs now and can hear someone stamping around upstairs often,the details of it all are too many and long to go into, from lights flashing on and off to cats walking then dissapearing-can anyone help?

First of all do not worry about this problem, I have to ask have you checked all the normal things like gas leaks, and checked for anything other flumes that could be getting in.
Second do not take any notice of some of the comments you are getting on here, but do not automatically think you have a Ghost, or Spirit.
Third: This may sound silly but go to the room where you feel is affected the most, and speak out, tell the Spirit that they are not in trouble, and your not there to hurt them, but explain to them that you want them to leave, and why, or least ask them to stop doing the things that are up setting you.
Fourth: Have a look in the Yellow pages for your nearest Spiritualist Church and give them a ring, most will NOT charge for this, they should if it is a Spirit find someone who can help you to get it to move on.
I have done, and I don't charge, I also know several others that do not charge, we have nothing to gain from doing this other than helping others,

Wow, sounds like you have a very active imagination. Cold? Get a space heater. Or fix the heater in there. Smelly? Get an air fresherner. Bad atmosphere? Stop imagining things. Sounds? Go look and see what's causing it. Really, how hard was that?
Actually, there ARE real paranormal investigators - like Joe Nickell with CSICOP. But he'll just tell you the same thing I did, because he's always found the natural explanations for things too.
Don't bother the local physics dept. They'll just laugh at you. Get a plumber in or something.

Depending on what the smell is... you might want to touch bases with the local drug investigations unit at your police dept and make sure it wasn't a place used for drug making, then call the homicide division and make sure nobody from that residence is missing... maybe having them call in dog that can sniff out bodies...
