you must apply for canadian permanent residence before you apply for citizenship. Permanent residence is like the canadian version of the green card. You are given a number of points based on your education, wrok experience, english language skills, etc. The application is processed through a Canadian Consulate and takes about 2 years.

If you want to temporarily stay you will need a visitor visa or a work permit.

Contact their immigration. You can live there with a VISA.
