Each of the Hawaiian Islands has its own personality and character. So, knowing what type of person you are and what you like to do will help you decide which of the islands you will like.
If you like tourists and fishing you should like the Kona area of the “Big Island” of Hawaii. If you like solitude, a tropical feel, a rural atmosphere and you don’t mind rain, you should like the Hilo area of the Big Island. The west side of the Big Island has a few nice small beaches, including black sand beaches. Near Ka Lae, the southernmost point of the island you will find a green sand beach. Big beaches are not prevalent on the Big Island.
If you enjoy scenery, hiking, snorkeling, kayaking or surfing and don’t yearn for “night life” then the oldest of the islands, Kauai is for you.
If you are the kind of person who keep a bathing suit, snorkel gear or a surfboard in your car, then Maui is for you, because it has 120 miles of easily accessible and swimmable coastline, more than any other island.
If you have an artistic temperament or perhaps you like to get away and write, then seek out the island of Lanai.
If you love nature, hiking and solitude, then “the most Hawaiian” of the islands, Molokai is for you.
You’ll enjoy Oahu if you like beaches, shopping, tourists, high-rises, traffic and don’t mind a lot of other people. Honolulu is like a tropical version of NYC, or LA as it was in the smog-free 1950's.

Big Island for sure. Rent a car and travel the whole circle of the Island.
The cities of Hilo and Kiua-Kona on either side are the main tourist areas, but there are so many other things to see like the cliffs on the Northshore, the huge Texas-size cattlefarms, the observatory on Mona Kea, the Wind Farms on the South shore and the Green Beach to the South as well.
Get a travel guide to the Big Island and do a self-tour. Travel up the side roads to cooler altitudes, view the lava beds. Most of the Earth's climates are all on this one island! There are so many things to see and do and you can't beat the countless beaches!

Hilo is a good choice! The big Island has more city life than Oahu and the smaller islands.

When you mention HILO, i have nothing in my face but smile. Hilo is a slow motion part of the Big Island. Not too many things going on here and to be honest, this part of the Island sleeps at 9 pm. Beaches are rocky, nightlife's sleepy, and restaurant...??? not much of choices but Hawa'i (the big island) sure has the best pasta place among all of Hawaiian Islands, it's called Cafe Pesto and 24 hours dining call Ken's House of Pancake
I don't quiet understand your definition of "a little bit of city" but if you're thinking about laid back sort of city then HILO is your choice.
Things to do would be:
*Hawai Volcano Park is about 1 hour or less drive from Hilo.
*Hiking, biking, surfing, and visiting zoo, maybe?
*Shopping won't be fun because there aren't too many stores you can find here. Mall? No mall but there is a small plaza. You can find a lot of small to medium size retailer stores but no Costco or Sam's club.
The good part about Hilo:
*Cheaper price of goods
*Less people = Less jam or traffic
*Mostly, it's not as crazy as Oahu.
*Hotels, food, and service are also cheaper.
*Play in the Snow (Dec-Mar) on the top of Mauna Kea. I am not kidding!!!!!!!!!!!!!
Consider:
If you like "City with a lot of things to do" You should go to MAUI and stay in Lahaina (the center of Pacific Mardigra during Hallowen).
The good part about this city:
*The night's life is awesome
*The restaurants are colorful
*The people are crazy (nice crazy)
*Miles and miles of less crowded beautiful sandy beaches
*Haleakala crater to enjoy the best sunset (if it's not raining)
*Hana for Seven Sacre Pool and beautiful waterfall (about 2-3 hours drive from Lahaina) it's worth it because the view you'll pass make the drive enjoyable!
The bad part:
*It's the most expensive island in Hawaii
*Goods, hotels, and dining cost more compare to any other Islands.
*Horrible jam and traffic after 3 pm heading to Lahaina.
or,
go to Kona or Waikoloa, on the Big Island
The good parts:
*Nice Beaches
*great place to get tan
*great nightlife
*great dining choice
The bad part:
*Hot and dry
*Traffic
*More expensive compare to Hilo

Honestly, Hilo is very boring. But then so are all the outer islands compared to Honolulu. If you love taking photos, then Maui or Kauai is the best.

If you only can go to one other...go to the Big Island. Volcanos, Parker Ranch, Hilo, Kona, water falls, saddle road...so much to do and all different.

The big island was my favorite. I caught a 366 pound pacific blue marlin plus it has volcano national park and the best coffee in the world.

I would suggest Maui.
I have friends who say Maui is very lovely and there are cities in Maui too.
I wouldl ike it cuz of the beaches though.
I prefer beaches.
