Not sure!!! You say you've never dated them, but do you even know them??? Is it a friend that you've known for a while or someone you've just seen?
It could be that you're not really in love with them, but merely "attracted" to them for some reason. Don't go "jumping the gun" until you know for sure what it is, exactly, that you're feeling.
A mere "Attraction" could lead to trouble if you're looking at it as "being in love"!!

yes...if you've spent enought time with that person and you know all about him/her, i think it's very possible to love that person.
