When I go to take the picture of the dog she will run with her tail under her legs.

Ok, how about because the dog has inherently weak nerves and there is nothing you can do about it. She will always do this about one thing or another. You can try the suggestions offered here by the others, but, I think you will find that they will not work, and you will also find the same thing will happen about other things too.

well maybe it was abused or she just doesnt like it given time wen she gets bigger she wont be scared promise also She has no idea what you are doing so of course she is scared. Have you had the dog all along? If not, it's possible someone threw a phone like that at her and she's afraid the same thing will happen. Let her come up to your phone and sniff it and see it's not a danger to her.
A lot of dogs hate cameras of all sorts. I guess it's part noise and part flash.

Let her sniff (but not lick hehe) the phone. Then do stuff with the phone around her, without pointing it in her direction, while you are petting her. Let her get used to the phone being around without it hurting her. Basically mess around with the phone in one hand while petting her and paying attention to her. Do this every day for 10 minutes or so, for several days running, and after a while she will get used to it and not be scared anymore.

I can't understand why but when you point something at it, it probably thinks that you are attacking it and it gets frightened. In any case, give her a few drops of Mimulus, a Bach Flower Essence daily for a few days and see the difference. mine if afraid of the squeeky dog toys,
every animal has his phobias, let him sniff the phone, maybe getting him used to it, or take his pic when he is not looking.
