When I have been giving my cat attention the bird is smacking his beak down on the cage.

I've read through the other answers and I have to say , although they may be part of the problem they aren't specific answers.
Birds will rub their beaks on the bars of the cage, on pearches or on their cuddlebones to try to wear down a long beak. If the beak on a bird becomes to long , it cannot eat it's food correctly. Birds in captivity need to be taken to the vet "atleast" every 6 months to have their beaks trimmed, also they need to have their toe nails clipped as well.
For Safety reasons Most Bird owners that want to let their birds out of cages will have their wings clipped as well. This enables the owner to be able to hold the bird, take it outside and manage it, without it trying or succeding in flying away.
I have a Conure, and he goes with us to festivals, to friends houses and all over with us. He is a joy to be around.
If you're asking this question about your own bird, you should make an appt with his vet and have these things addressed.

I've got a cockatiel and he does that we found out via the vet's he had a sore tongue,maybe check for this do you give him grit or a cuttlefish bone to keep his beak in trim?
