I'm not sure about what context you're talking about. They did ask us for help in securing their nuclear facilities (we actually paid the salaries for the security forces at these facilities). They also agreed to take almost half of their nuclear weapons stockpile out of service and we're the ones that are paying for the nuclear material to be shipped to France and converted into Mixed Oxide Fuel (MOX) for nuclear reactors.

yes the russians could not keep up with us on any front. and the economy they had was pretty much crushed... i remember seeing stories that alot of people had to spend weeks of pay just to buy milk.... many of the military generals also sold off military hardware to make money for themselves. today with the new free market in place they have made great strides... but commies are also making a hard push back into power... for the most part.. that was a great example of why socialism and commie form of goverments dont work well.
