More than likely they can smell your dogs scent which may cause them to hiss at you. Not all people get along with every animal. If you approach a cat in a quick manner or the cat feels intimidated by you they will automatically go on the defensive. I also know if you have a high pitched voice cats will not take a liking to you. Don't take it personal.

If a cat senses anything, like fear, it will react.
The cat may be acting that way because he/she does not know you. Some cats, just like dogs, can be extremely friendly or very scared of you.
Here is some advice:
Say hello to the cat but sit there and ignore it. Once it gets used to you, it will come over and smell you. Don't try to pet right away. If you are around enough, it will get used to you.
Approach the cat and crouch down in catcher's position. Extend your hand with fingers outstretched and let it sniff your hands. It might let you pet or not.
Let the cat dictates the terms of making friends.
My cat hisses and growls at my sisters' and my nieces. They have been over here hundreds of times since I got her. So the cat might not simply like people.

They could smell your dogs. They could tell that you are nervous about them liking you... or being that they are cats.. they just might not like you being a stranger walking up on them. The best way to get a cat to come up and meet you is to act as if they are not there.... don't look at them don't pay them any attention and they will be all over you in no time

you may have some type of distinct smell that cats just don't like.
Maybe your perfume, shampoo, the way you attempt to greet the cat may be too fast or do you move your hands too quickly.
Is your voice too loud?
many cats need to trust you first, if you have any of the above you will need to change or you may just be adoring them from afar.

Maybe next time when you come near a cat, have a bathe and change of clothes and don't go near your dogs for a while..!!
