its not quite clear what you mean. but any course which may be outside the main stream of teaching could be classed as learning disabilities even if it is just catching up on the rest of your peers who for whatever reason may be ahead in their lessons. I have done it myself when as a child I missed a bit of schooling and had to be put in a different class from my friends so i could catch up and learn what I had missed.
There is no stigma attached

I don't understand what u mean ? i work with children with learning disabilities ... do u mean communication skills? rewrite the question ...
