If you have Acrobat Professional, then you can make minor changes to the document, but not major changes.
You can delete pages and add pages from other pdf files with the professional tool.
There are some tools that you can find that will decompile the pdf to its source type, but the formatting is usually lost. And you'd have to recompile it.

You'll either need Adobe Acrobat (which is expensive) or you can get a program called Desk Un-PDF, which will convert a PDF document into edit-able format.
Check it out. You can download a free trial at the website below, and if you want to buy it, $60 will get you both Desk PDF, and Desk Un-PDF.

You'll need Adobe Acrobat Professional, but even then, unless it's a newer PDF, what you see is essentially like a picture, and can't be easily edited, even with a professional product.

I'm with Indiana on this one. I use Foxit for my pdf needs. At $30+ for Foxit Editor, it beats the $500-600 price for Adobe all to pieces, to say nothing of its speed, and size. Foxit Reader is free, the other parts are very low cost.
