It would depend on the a few things, like how long the person has been driving without a license, and what the reason for not renewing or even receiving a driver's license.

Chances are, the person could A: get a fine and have to go to court
B: go to jail, and in some cases have a sentence of more than a year and go straight to prison.

I know a few people in prison, serving 5 years for driving without a license.

it varies....what would you be driving?

no licence will invalidate any insurance you may bother to get, so you will get done for both.
your vehicle could be impounded and ripped to bits while they look for faults to prove it is not roadworthy, any dangerous driving will be taken into account as well.
luckily, this being the UK, everything will be set to run 'concurrent' which means you will only get the highest of each (basically)
then a lot depends on the court you go to, some are easy going on driving offences, others will throw the book at you.

now, what if you kill someone, a young child maybe?
dont say you know how to drive, passing a test is the easy bit, after that you need to learn a great deal of road skills in a constantly changing environment.
nobody knows all there is about driving, so many different situations arise at different times and places.
get a licence, go legal.

Here in Ontario, Canada if you are caught driving with no licence (not suspended licence that is different) you will get a fine for about $325 and will have your vehicle towed (if there is no licenced driver available).

If you have one but forgot your licence card at home, then you would get a $110 fine or a 72hr notice to produce it.

If you have no licence because it is suspended, you will get charged with driving while under suspension and will have to go to court. The fines vary considerably and there is also a further suspension time upon conviction.

Bizarrely you get a fine and a driving ban!

If you continue to get caught driving without a licence you may end up being sent to prison, but there are examples of people being repeatedly banned, and continually driving with no regard for the law.

In what country? In UK you would be reported for driving without a licence and usually no insurance if you have never held one as insurance policies state 'holds or having held a driving licence'otherwise its void.

If you have no licence, then all plod can do you for is having no licence. (as opposed to a provisional one, then they can prosecute for driving a class of vehicle to which you are not entitled)

your insurance says quite clearly: provided the policyholder is not disqualified and is entitled to hold such a licence... it doesnt say you have to have one.

so, provided your tax, mot and insurance are valid its a maximum 50 quid fine... for not being in possession of a licence... they cant even do you for not having L plates and a qualified driver...

You will usually be fined by the courts and be banned from driving. If you are repeatedly caught driving without a license than it may possibly end up in a prison sentence.

It really depends where you are are.
In a lot of places in the United States they will put you right in jail if you are not in the system as having a valid drivers license or if you are in the system as having a suspended license.
At least that is the policy in the area where I live.

In the UK if its your first offence, probably nothing much. Perhaps and fine and a bit of community service. Though if you have no licence I would assume you have no insurance to?
