No-at least not anesthetic. They may use a drill just to even out the egdes of the bonding. I guess it depends on the severity of it. I had a minor chip in my tooth and I wasn't numbed at all and it didn't hurt.
They added bonding to my tooth, used that light that dries the bonding, and used a drill (but told me it was a file) to give my tooth the same length as the opposite one and to even it out.
If you chip far enough up (near to your gums), there are many nerves there and it may be different. If you chipped a tooth and are worried about it, ask your dentist before hand.
And reading other responses-maybe I misread the question. You wanted for a chipped tooth right, and not a filling? Because they would usually use anesthetic and definitely a drill then for a filling.

when I had crown done
I think they drilled a little, with anesthetic
then some NASTY tasting clay type stuff
then anoter visit to glue the new tooth on, the glue also tasted NASTY, 10 years later it is still stuck on there though
anyway, its more junt uncomfortable for 10 or 20 minutes more than painfull, at least mine was like that

I had a chipped tooth and they filled it and numb me up using novocaine. I don't know about minor chip teeth though... .

well, it depends on the damage. But for the most part, I would say yes.
Ask for gas in addition to the anesthetic, it will help dealing with this as well.
