There are no official statistics for this as there is no way to collect the information.
To give you a rough idea, in the last DSA report (2005/06) the figure given for driving tests conducted is 1,908,000.
The average pass rate for the same period was 43% which would indicate that approximatley 820,000 people obtained their licence in the last financial year.
This is nothing more than an educated guess but it's about as good as you will get. Lets say somewhere in the region of 1 million people are learning to drive each year.

For information on how many people learn to drive a year in the UK, you should check with the DVLA website or the Directgov website.
They could at least provide information on how many people take their driving test a year or how many people apply for provisional driving licences. But there are problems with that since many people take their driving test a few times and some people apply for a provisional driving licence to use as a form of identification with no intention to learn how to drive
