It will not happen. At least not until AFTER the bout with Solis. I think that it also will not happen this year. Marquez is abligated to make a mandatory defense of his title. It will probably be in between May and July. After Manny fights Solis, he will take at least four months off again. By the time they can even negotiate with Marquez's promoter, it will be too late. Marquez has his mandatory defense in a rematch against Marco Antonio Barrera on September 16, 2007. I think it will not push through this year. I think it will be staged in 2008, provided that Marquez is still the champion.

Pac can't drop the Solis fight because it is too close, and Marquez just fought so he'll be out for a while. Even if Pac can fight Marquez, however, I doubt if he'll take that option anytime soon. Pac has political ambitions, and he's betting on his winning image in the ring to take him to the top of the political game, too. A match against Marquez is too risky of a proposition right now, especially since Pac and his management knows he'll be too distracted with his political campaign to train at a level that does justice to such a big fight.

Oh Yes. after marquez decisioned barrera, he has proven that the only person worth fighting is the pacman. Pacman should just fight solis, get it over and prepare for a battle in september with juan. it will be a big payday for both fighters

Nope. With all the distractions Pacman is in, like entering politics, i, and millions of other filipinos, would want to see if he still has the focus and discipline to still be the best pound for pound boxer the he, arguably, is.
Besides, the Solis bout is still another good payday for him to pass up. It may also help him get his act together as a boxer as he prepares for a title bout with Marquez. I'd love to see a trilogy between those two guys.

Since the fight is so close to happening, I wouldn't have thought Pacquiao would be able to drop this fight at such short notice without causing himself a lot of legal problems.

Manny deserves an easy money fight, the Marquez fight isn't going anywhere, he will get to it.

his bout with maquez will only happen if their respective promoters agree on the match terms, ie who will be pocketing the bigger purse...
while a bout with marquez will crown an unofficial undisputed champion, pacquiao doesn't need marquez at the moment... in fact marquez needs pacquiao more to prove himself after narrowly escaping with a controversial draw the last time they met...
