The best indicator are the white lines down the middle of the road.

If they are unbroken double white lines, you are not allowed to cross them for any reason. If they are single white broken lines, you may execute a U-turn, as long as
a) it is reasonably safe to do so (ie....away from corners, crests or junctions)
b) there are no signs telling you that it is prohibited
c) the road isn't bordered by zigzagged white lines denoting a pedestrian or zebra crossing.
d) You are not on a one-way street!!

As stated above the offence of an illegal U Turn only applies where it has been prohibited by specific signage. However, it may be possible that a badly executed U Turn could provide evidence of another offence such as driving without due care and attention.

No it is not illegal, provided there is no "No U turns" sign and you are not putting other road users' lives at risk.

No, unless there are signs specifically saying so. Which you sometimes get on busy A or dual carriage ways.

It is up to the driver to carry it out safely and not expected everyone to stop for you.

Not in and of itself, although there are many places where it's specifically forbiden by the appropriate signage. But it's usually a pretty silly thing to do and if you hadn't judged it properly then you'd be in serious trouble.

Not if it's safe to do so, and it doesn't have the road sign which tells you it's not allowed!

Not if you do it safely and there is not a sign that says no U turns.

No, its perfectly legal to do a u-turn, as long as its safe to do so and there are no restrictions in place (I.e. roadsigns telling you not to!)
