Yes, theoretically there should be an equal number of male and females in the world. Problem is that there are more females through no fault of theirs. Females babies are able to fight desease much better than their male counterparts thus their survival rate is higher. Hence the imbalance. In most countries there are more females than males except in China and India where infanticide is still practiced.
Whenever there are more males than females, nature takes its course to rectify the problem. We have to watch out, all that male testosterone needs an outlet and usually sexual frustation is converted into aggression. China always goes to war whenever this occurs. India on the other hand, has civil unrest magnified as is currently occurring with all the unrest.

So to answer your question: it's YES theoritically and NO, practically.
