No one can say if he will qualify for a tourist visa. But you can request an immigrant visa for him. Here is the process:

Do you have a green card? I am not sure what you mean by a US immigrant because people have started using that word to mean illegal immigrant. Obviously, illegal immigrants can't bestow preferences.
