It depends on the phone and service you are using, but in general the answer is yes. Most if not all the current phones out there have a way of location signal that is given to the 911 operator. Cell companies also use this to locate you and adjust the information on your phone, ie the clock to the timezone you are in and the temp or weather of the city you are in. The easiest way to explain what happens is that cell company uses the cell towers that you are using at the time of the call to triangulate your location. Its a little big brother watching you but is more of a benefit than harm.

It depends on your phone and carrier, and the 911 system in your area. The technology exists to locate you within a hundred feet or so. In a lot of areas, however, they are only able to determine which tower you are coming from (which could be an area of miles).

You should call your local law enforcement to find out how advanced their system is.

cell phones use towers so if you need help when you call the closest emts will be respondent and the 911 op. will also ask for your location.

Here in my city (in Ontario, Canada) we do not have the capability to trace the location of cell phone calls.
It might be different where you are though.
