It is not possible for a private citizen in the U.K. to find out who owns a car from the registration number.
Think about it - if it was possible, you could track down every idiot who had cut you up and trash their car. It's for precisely that reason you CAN'T get that information...

If you were involved in an accident with the vehicle, or if some other crime was committed, the police will be able to get access to this information. Insurance companies can also use a legal gateway to get this if required. DVLA will not release this information to you, it's against the Data Protection Act.

DVLA will tell you IF you can prove you have a legitimate need. You will have to complete a form and pay a fee, and you need to justify your request. They won't tell you if you're just curious - it's all to do with the Data Protection Act.

Write to or ring the DVLA at Swansea. They charge a fee but should give registered owners details.
