motive-hunting: searching, or hunting for something specific
motiveless: no apparent reason
malignity: evil / bad thing.
motiveless malignity: something which is evil / bad without any reason (eg if someone robbed you, you have a reason to be evil to that person, but if someone did not do you any harm, you have no reason to be evil to that person, so if you are evil, you have 'motivless malignity' towards that person.

What Coleridge means by "motiveless malignity," of course, is that lago's character is what he calls "passionless," that all his "will" is in his intellect ...or a disinterested delight in the pain of others; and Othello. But such a thing as “motiveless malignity” is not in nature, lagos villainy is too cruel, too steadfast to be human; perfect pitiless malignity is impossible: none can be that cruel or even that good.
