Be more specific on your question. It could be your shifter levers, brake levers etc.. which one?

An actuator is a mechanical device for moving or controlling a mechanism or system. The actuator is usually a physical mechanism but also refers to an artificial agent. That being said, the actuator of a mountain bike could be anything from the person on it (muscle power is an actuator of pedal stroke) to your derailleur actuator, which is what is typically being indicated when speaking of bikes.
