Your question is just academic, right? Here goes... Same caliber rifle vs. pistol the rifle will have the edge every time. The longer barrel allows the bullet to develop more velocity, energy & 'power.'
Will either penetrate a car's gas tank? The rifle has the better chance but it depends on distance, angle and ammo used. I seriously doubt that the Walthers P-22 even with the optional 5" inch barrel and the hottest .22 ammo would penetrate a gas tank at other than point blank range. DON'T EVEN TRY THIS. In fact, shooting at metal with a .22 is extremely risky due to possible ricochetes and injury/death to self and others. The .22 bullet is soft lead which tends to 'bounce' since the cartridge doesn't develope enough energy to cause the bullet itself to disintegrate upon impact.

You do understand, I hope, that having adults with firearms ask this sort of question is a bit scary?! The longer barrel of your rifle will give the 22 LR cartridge a modest increase in velocity and therefore a significantly greater degree of terminal energy. It won't reliably penetrate sheet metal, but it won't do it any good, either, and may occasionally punch a hole, so you need more as a backstop. Both firearms are OK for punching holes in paper, or for dispatching an occasional squirrel or rabbit for the pot, and they're certainly capable of killing a human being, but inadequate for self-defense.
You guys really need to find somebody that knows about firearms (with luck, somebody that has a chronograph) to mentor you. Oh, and the pistol is made by Walther; there's an H in there.

Simon got it right. Assuming you use the same loads, then the rifle will generate more muzzle velocity. A .22 might be able to shoot through a gas tank, but not if it had to penetrate the car's body first. With numerous shots in the same spot or same area then it would penetrate over time. For example, if you unloaded all ten rounds in the same area, it might weaken the metal enough to penetrate, but not on one shot.

No rifle has more stopping power because of length of barrel. faster bullet = greater power. yes will shoot through gas tank... Why?

No way can the pistol out shoot the long gun GAS tank they would not reach it out on the ground probley there just sheetmetal

It all depends on the bullet if the bullet is of the right type and loading you will be able to do whatever you want with either.
