A week should be more than enough, i normally start painting after about 4 days. You can buy a paint that you use as a first coat on new plaster. This will stop the plaster from sucking out all the moisture from the emulsion that you want to apply thus causing it to crack and flake. You can use a mix of PVA & water or contract emulsion as an altenative. Before you do paint the plaster check how smooth the finish is, if not good enough then you can lightly sand the plaster before painting.

The golden rule is to leave it for as long as possible to make sure that every drop of water has evaporated away. If there is any water left in the plaster it will cause any paint applied to bubble.
Quite right you then give a coat of watered down emulsion at about a 4 water to one paint ratio. Use cheap white emulsion for this as it will use up your expensive colour more quickly. Leave to dry out for at least 1 whole day but two would be better.
Then paint as normal using 2 coats of the coloured paint. With the watered down emulsion be very careful as it drips everywhere so cover up floors etc. It will also run down to the skirting so be sure to wipe that over before it dries. Best of luck. Let it dry first, it normally takes 3 days.
Then use a watered emulsion, preferably white.
Once it’s dry, fill up the cracks or holes if any, with poly filler.
Sand it and clean the wall with a dry cloth.
Now you can paint it.

wait till there are no damp patches on the plaster! sometimes it only takes a couple of days but depends on ventilation and humidity!..leave your windows open during the day! but make sure you close them at night!! as it tends to get damper during this period! also dont water down your emulsion on the first coat! just buy the cheapest matt white you can find and use that!...hope this helps!!
