Many years ago families only took baths every 2 months or so. The men went in first, then the women and then the children, usually leaving to baby to bathe last. As you can imagine the water would be filthy and a baby could be lost in the murkey water, hence the phrase.

I believe I read this somewhere. Years ago people could only afford one bath for a family of many people. Father was first, followed by the mother, and the children oldest to youngest. As you can imagine by the time it was baby's turn the water was pretty rank and dirty, and the baby probably wouldnt get too clean.
