If the whale was near to the elephant then it would have no trouble hearing it.

Whales have incredible hearing and can 'speak' to each other over distances up to 10,000 miles - more or less from one side of the world to the other. Their hearing is attuned to certain low frequencies and if an elephant reproduced that same frequency a whale would be able to hear it from a considerable distance, even further if the elephant was in the water (water is a good conductor of sound).

Hard to answer such a question. Because you wouldn't know what sounds the elephant would be making, and you wouldn't know how deep or how far from the shoe the whale actually is.
