Beer is transported unrefrigerated so by the time you buy it, it has already been warm or room temp.
So no it doesn't go off straight away but if left out for a long time it can taste pretty rubbishy.

Yes it does! It will go stale more quickly if it is subjected to rapid or repeated cooling and heating than if kept at a steady temperature, either room temp or in the 'fridge. Beer is a delicate chemical balancing act and there are a lot of ways to hurt the balance.

the temprature counts alot for the taste and freshness of the beer. but you can just re freeze it. A beer being at room temprature wont make the beer old right away but it will get older faster than if it was in a refrigerator. If a beer is left in the sun, it will get older much faster. and refreezing it after too long in the sun wont help you much as the beers freshness could be permanently damaged and irreversable.
Keep your beer cold at all times. Especially as you drink it. If drinking from a can, allways pour in a glass. try to not too hold your beer too long as your body heat will heat it up.
if a beer is opened and placed in a fridge it will lose its carbonation and taste
