Respect! What would you want to do to them.
They can't move because they are guarding the Queen, and I bet they are thinking that some people/tourists are so rude.

Basically, it's to show off to tourists, like the Red Arrows.
Looky, looky, the British Army is so great, we can afford to have two guys standing perfectly still, and then have the changing of the guard accompanied by a horse mounted military band, especially for that purpose!
And I'll tell you what, the Blues and Royals Band is bloody fantastic, I've rehearsed with them and they are great!
I believe that they are allowed to move if they perceive a threat to their personal, or the Queen's safety.

One of my colleagues has a son in the guards and I was talking to him about the same thing the other week. It's because they are on the ready for intruders.
They don't ignore everything. If you make threatening moves towards them - even in fun - you can expect to be confronted with "Step away from the Queen's Guard." said in a loud guard-type voice and I wouldn't mess with men with guns (our police don't carry guns as a rule)

If you go and stand outside the railings of Buckingham Palace you will see worn in the York stone where generations of Guardsmen used to march along their beat. Back in the early 1960's an American tourist, trying to have her photograph taken, got in the way of one - the Guardsman concerned simply marched straight over her. From that point the Guardsmen were withdrawn to within the railings. When they are at their post they are stood a "at ease" (no moving) not stood "easy" (when they can)

They are there to protect the Queen. The bearskins they wear are traditional dress of the Coldstream guards. They can move only to adjust their stance to stop themselves getting cramp in their legs.

Because they are highly trained and highly disciplined soldiers of the British Army. Those "big hairy things" are their bearskins.
