The "homeless" will always be with us. Just try to talk some of the people you see on the street into being anything else.
To some, it's a matter of freedom. I suppose you could forcibly house them.
However, it would be great for everyone who wanted one to have a nice house or apartment. We're working on it.

Taxes are used to help the homeless by providing grants to homeless shelters and other agencies. Unfortunately, sometimes the homeless do not want to follow all of the rules by some nonprofits that are designed to help them get back on their feet.

Do you mean "our" taxes? I think that a portion of the taxes should go toward creating better shelters and repairs for homeless shelters. But if homeless people are unwilling to go to the shelters that really isn't my fault, or my problem. I worked for that money, if I see a shelter in need I'll donate either my own money, my time or a little of both. But I don't like my taxes going toward the majority of people who won't help themselves by going to a shelter and joining a work program.

so you want to "solve" the problem of homelessness by using tax dollars to pay the homeless. do you think this will reduce or increase the number of homeless. come on, we can't be expected to share everything. this was originally the land of the free. you know, free to do what you want with what you can earn. now we have a gov't that feels entiteld to take more and more from us and then control our lives by "giving" it back in the form of "programs".

Maybe Government should make sure everyone has a job opportunity. Then if people work they can get shelter, if they still don't want to work they will be homeless by choice.

They can not do so. A social problem and the tax code already has been improperly twisted to support things like home ownership which is really not within its proper purview.
