I have been told that it's because you become dehydrated. The moisture is taken from your hands and feet while you are in water there for they go wrinkly. If you drink plenty of water while in a bath or pool it is supposed to help this. Thats why if you have been in a bath or a pool for a while you become thirsty. (This is what I've been told haven't tried to drink water in bath to see for myself though)

With prolonged exposure to liquids, the elasticity of the human skin is reduced causing the wrinkles to appear.
During the event, badly needed body oil is squeezed out of the skin pores and it would be wise to apply a lotion to the skin after the bath or shower.
Johnsons' Baby Oil would be ideal as it has no inhibitive toxins in it...

the soles of your feet and the palms of the hands are protected by a thick layer of skin called kerotin. This is a protien and its adds protective layer epitheal cells that eventually die and produce an outter harder layer of dead hard cells that resist abrasion and forms a permeability barrier thicker skin retains water longer and will wrinkle up because of its thickness.

That is the skin absorbing moisture. When there is too much moisture the pores fill the open space and the skin becomes soft. The best thing to do is put lotion on at this point to avoid becoming chapped when you dry off.
