Others have already offered good ideas. My only contribution is to say I am genuinely sorry for you. If you can record the events, and can not get them to control the kids with friendly contact, then hopefully the authorities will help once evidence is provided.
Good luck,
Cheeky

Contact the Anti Social Behaviour Task Force through your local council and get them out when they are making too much noise. They will come out and listen to how much noise is being made by the dog etc and will then issue the family with warnings. If it is a council rented property then the council will find out about their behaviour and have to do something about it.
Contact the police about the kids stealing.

You have to keep notes on everything that's happening for evidence, Record the dog barking and any other unsociable noises that are happening. You can also report the dog to the police and all the other incidents with the kids if they are abusing your property....... The more evidence you have the better case you have to show the council..... Good Luck.

Firstly report them to the council, then see if any other neighbours are having problems too and get them to do the same.Th council will ask you to keep a diary of events so make a start on that now since you can add these to the diary. Make sure you catalogue ALL events that are anti-social etc...tim,date,any witnesses, who exactly caused the disturbance-the more detailed the better.

You will have to report this to the Environmental Health. The police will not get involved with it as the Anti Social Behaviour laws have been passed on to the Council. You will have to log every incident down and the council might decide to put recording equipment into your home. When they have enough evidence they will warn them first, and if they carry on they will take them to court. Good Luck x

is there any one else in your street that they are annoyingmayb for the sake of democracy and diplomacy you should ask others if there is a neibourhood forum already in place then approach them try your best to resolve this as it has been my experiance the council move very slow a disfunctional family need stability and an eviction would only esculate into more trouble a chat with local social services may help good luck from someone who has been there

try and ignore them it may take 2 years but hopefully they will lose interest and annoy someone else they may even decide to move
my parents had similar problem they were destroying there property police advised to ignore them and eventually it worked they dint even know that the neighbours are there
don't bother with a solicitor as if they don't have any money they can go to court and the tax payers pay for it and if you lose you end up paying them money
sorry

Start a log of incidents - dates, time of day etc, etc - at end of 1 week - write letter of complaint to Council Housing Officer - stating neighbours are in 'breach of your quiet enjoyment of your property'.
Neighbours are probably also in breach of their tenancy agreement too - if they are Council tenants like you - then easy enough to check against your own terms and conditions in your own tenancy agreement.
Eviction of your neighbours unlikely to happen very quickly - but if they continue to persist in their bad behaviour - possible some months down the line.
Since other neighbours also affected, could ask them to write up a log of incidents too and either also complain to Housing Office themeselves or give you copy of their logged incidents to pass on to the Housing Officer.

Do they annoy anyone else, if so, you should group together and approach the "council". If it is only you, you may have evidence to support your grievance, but basically if it is just your word against theirs, you're probably out of luck. Consider moving, if this is a rental.
