does lowering the resolution to 640x480 from resolutions like 3000 x 2000 decreases the noise in the final picture?

no it does not decrease the noise
you won't be able to enlarge the picture if taken at 640x480

Bigger mega pix has nothing to do with quality. If you use good camera such as Nikon, canon, sony and etc... any size of mega pix the quality still good.
Reduce from large pictures to smaller one will not affects your picture quality and noise had nothing to do with it.
Noise occur when you take it on a high ISO such as iso 800 and above

Nope, but the picture looks smaller so the noise is smaller too.

What really helps is using a low iso (like 100) if you have any control over that. If not, then you need to shoot where there is more light.
